The irregular bits get their own drill
Eleven is not "one-one", twenty is not "two-ten", and the word for one changes shape in compounds. Those are the rules that make an otherwise regular system feel broken, so they are drilled directly rather than left to trip you.
Phone numbers are read in chunks, not digit by digit — which is why they get their own mode rather than being treated as long numbers.
